The Spear of Tellesto is a Master-Crafted Power Weapon that always causes Instant Death regardless of the toughness of the target and grants Rafen +1 Attacks and +1 Initiative. These bonuses are in his profile. In addition, it may be used in the shooting phase once per turn with this profile:
12" Strength 7 AP 2 Assault 1.
SPECIAL RULES
Divinely Blessed
Some say that Rafen is blessed by the Emperor Himself; while others whisper that darker powers touch his soul. Regardless, Rafen is definitely protected by some higher power.
Rafen has a 4+ Invulnerable Save.

Weapons that ignore both armour and invulnerable saves tend to be exceptionally powerful and should not be created lightly (only three models in the game currently have this ability). This ability combined with I7 means that this guy will rarely lose in combat. Even at 200pts i think this is a bit much. Consider changing the spear to a master crafted relic blade that additionally grants him +1A and +1I. SM Captains get a 4++ save already so there is no need to include that as a special rule. All of these things would make him worth about 200pts based losely on the SM codex.
However i would like to add that posting rules without fluff or an explanation makes it very hard to judge just what you are trying to acheive. Is this guy a captain or a chapter master? Whats his chapter called? What is so special about him compared to your other standard space marines. Make sure that you write new rules that you always keep this at heart, otherwise it becomes very easy to make something over- or under-powered and very hard to analyse.

As for his fluff, Rafen appears in the Blood Angels books Deus Encarmine and Deus Sanguinius. I've changed his weapon to make it less powerful, but I don't really want to change the 'ignores Invulnerable Saves' bit, seeing as in the books he killed a Lord of Change with a single blow, so I've tried to make his abilities reflect the fluff.

The Lord of change just failed his invulnerable save.
If you want it to reflect that, make it cause instant death regardless of the toughness of the target, Chaos lords can do that for 45 points.
As it stands I would put him at about 215 - 225 point.

Ugh. The internet ate my earlier post regarding this guy, but I'll sum up my points about him.
He's basically a Space Marine Captain with a plasma pistol, rites of battle, and jump pack, with Mark of Slaanesh and a slightly weaker daemon weapon.
The spear isn't technically a plasma pistol, but compare the chance to fire a pistol twice versus a gets hot, and I think they balance out.
SO captain: 100 points
Jump pack:25
Rites of battle: From what I can see on Cato Sicarius, maybe 10 points
Plasma pistol 15
MoS 5
Weaker daemon weapon (+1 instead of +d6, no chance to rebel, re-roll one attack) 35 points
roughly 185 points, charge 15-20 for custom tax and stretching fluff, and this guy's about 205 points.
This assumes he can't shoot the spear and the bolt pistol, and that he can't get a bonus attack from the pistol and the spear. (so, 3(4) attacks, not 3(5) )
