If you look at the armor plating, it looks to be the same design as the layered armor on Techmarines and Techpriests. Also, the kneepad above the pegleg looks an awful lot like an Adeptus Mechanicus symbol. Those and the bionics make me think it's an early AM sculpt.

Looks more like just a skull. If it is a legit 40k mini and not just a test mini, I would guess some new version of a Death Cultist, an Arco-Flagellants, a Sister Repentia or even a Witch Hunter themed Servitor, I doubt you would have heels for any other kind of servitor (love slave one maybe ).

I think it looks like arco flaggellants as well.
