I am thinking of building my IG around the fluff that they are a retired regiment that is now going around finding new planets full of resources (promethium, ore, metals, gems, etc.). The mercenaries are paid X amount of money per campaign, but all the spoils of war is the Administratum's. The reason for using a veteran regiment instead of using them on a warfront is the fact that without money or resources to make and buy weaponry & manpower, they would fall apart, thus destroying the Imperium.

For special units I will probably use Priests as commissars, as the Munitorum will undoubtedly know they both will work the same.

Thoughts? Opinions? C&C?

I have honestly never heard of the Adminastratum using retired IG as mercs. I think its very inventive, so go ahead and see where it goes.

Why wouldn't they just conscript them rather than pay them?

Because, they can't technically conscript units that are retired.
