Are there any plactic cutters out there that rival GW's? I'm looking for narrow bevel on the cutting edge and durable.

Any wire cutters will do. Go to a craft store and the beaded jewelry section will have a small version. Otherwise, get small wire cutters from a hardware store.

The only extra thing to watch out for is the bevel on the cutting edge - for snipping parts from sprues, you want as little bevel as possible on the 'flat' side. Some non-modelling cutters have a significant bevel (because it doesn't matter when cutting wire etc). And I'd also make sure to get one with very narrow blade ends, so you can get right into awkward corners on a sprue - some bits have very little space between them and the sprue.

I personally use a pair of flush cutters for my plastics. Electronics tools are cheap as they dont come with a hey buy me because I am made for making minis mark up.
