I'm starting an Empire army, and decided to do a list to collect and
put it up on dakka. Any C&C is welcome though i suspect this list sucks
pretty badly, as it's my first Warhammer army.

First off your list isn't as bad as you suspected, although a few changes would of course make it better. Personally I would change the spearman out for swordsman and drop a handgunner unit or for some free company detactments for said swordsman. The unit of 5 knights should have its full command removed as a unit that small is just giving points away if it has a banner. I would also change the outriders out for pistoliers as you already have enough firepower with the handgunners and war machines. Also Kurt is a good choice if you keep him with the inner circle knights, his laurels of victory means his unit should be able to charge a ranked up unit in the front and win. Lastly try to give your wizard a second dispel scroll. Overall I think your list wasn't that bad in the first place.
