I can never seem to get a win out of my orc army (I know... they are apparently a bad army at the moment) but Im wondering if its possible to make a competetive army that is black orc heavy... If so can anyone give me some suggestions? Unit Size... Lord/Hero builds... etc?

Black Orcs are expensive, and special slots are better used for Spear Chukkas/Chariots.

Plus, Black Orc Bosses will probably be more responsible for killing your Boyz/Goblins rather than the enemy.

Black Orc-heavy armies can work. However, you can expect no shooting (except perhaps a Doom Diver Catapult or two) and your army to be heftily priced for what it can do.

You'll probably need to take multiple Shamans (almost all of the slots that isn't a BSB / General, provided you didn't take Gorbad for his cheap "combine into one" ability) so as to give your army the help it needs in combat.

Black Orcs are decent, but barely. They can get a 3+ save with WS4 and T4, and this means that they can hold their own somewhat decently against a non-Cavalry / Monster / High-Strength Hero. But, they're somewhat expensive. Furthermore, their main advantage - Choppas - is only useful in the first round and if using two Choppas at once (so that they get more than one attack each) you sacrifice two points of your armor save in return (which, if you don't break the enemy on the charge, is BAD).

Shamans can partially negate this. With spells like Bash 'Em Ladz, you get "Strikes First" and "Reroll Failed To Hit". This means that if using Choppa and Shield, you'll get all the more hits (Strikes First only comes in handy for later rounds). With Waaagh!, you can confer this to your entire army (which, without War Machines, is much less at penalty). Gork's Warpath would basically be your only mean of taking out Monsters and enemy War Machines though, and you'd probably need to crack a General-called WAAAGH! and use the one magic standard one unit could have to buy a Waaagh! Banner so as to make a charge against Cavalry (and this means no Spirit Totem).

Black Orcs seem to do better as a supporting presence, at least in my army. If they carry a Character they can tear through most non-Elite units in other armies (And, if taking Grimgor, can usually tear through even them), but their greatest role is diverting enemy fire. When an enemy sees a block of 24 Boyz, 30 Night Goblins, and 20 Black Orcs, usually they'll direct all their fire right at the Black Orcs (in fact, you can consider most novice player's fire prioritizing a reversing of the "What causes Panic" chart).

For Black Orc characters in units, you can do it for reliability. But you'll want to increase your average unit size by at least a good six models to make up for those he may kill. While not a big deal with regular Boyz or Night Goblins, with Big 'Uns it can get a bit pricey. Savage Orc Big 'Uns, you're really risking a lot of points.

I'd say a Black Orc-heavy army can work, but you either need to go all-or-nothing with your Special Choices (in which case you neuter your shooting), or you need to focus on getting a Black Orc in every Core choice (in which case you neuter your Magic capabilities). Black Orc armies are one of two combinations:

Choppy, Shooty
Choppy, Magiky

Personally, I'm more in favor of Choppy / Shooty as it's more reliable (Four Bolt Throwers don't have a chance of killing themselves, after all, and don't leave your infantry hinging on getting that one shot / spell off). Your army is still going to be "small" and "elite" though, so you can't risk anything without having a plan ready.
