I was reading up on Khan and came across an question on wether the Moonfang is a relic blade? It says its a sword that is a power weapon and a relic, so is this enough to claim it uses relic blade rules?

No, it's simply a power sword that happens to be a chapter relic. In the same way that, say, a finger bone of a saint is a relic, rather than a relic bone of power.

This is a little story about four people named Everybody, Somebody, Anybody, and Nobody.
There was an important job to be done and Everybody was sure that Somebody would do it.
Anybody could have done it, but Nobody did it.
Somebody got angry about that because it was Everybody's job.
Everybody thought that Anybody could do it, but Nobody realized that Everybody wouldn't do it.
