Can an Immolator tank-shock AND use it's twin-linked heavy flamers? I know they can go full out and use them but can this be used even when attempting to ram or tank-shock?

There is nothing inherent to the Tank Shock rules that prevents a vehicle from firing on the turn it carries out a Tank Shock.

So yes, an Immolator could use its heavy flamers on the turn it shocks.

Indeed, it's even specifically addressed in the rules. P68, last paragraph after "Tank Shock!".
