hellfire rounds don't work in storm bolters
Tactical squads cannot take paired weapons
4 lascannons in a Dev squad is prohibitively expensive and the Melta Bombs are a waste

If you're putting Devastators into a RB with TL Lascannons, I would suggest giving them Plasma Cannons, your list seems a bit overkill on the AV14 killyness and Plasma Cannons will give you a blast marker for hordes while also being MEQ killy (MEQs are more likely to bunch troops too, taking out 2 or 3 Power Armoured peeps and IK the Guard bosses).

I meant any lascannons in a dev squad is too expensive an AC/Lascannon Pred is cheaper and does the same job(gives you 110 points, find 10 points to shave and take 2)
are the assault termies in a godhammer? if so consider revising it to a Crusader

I'd take a thunder hammer rather than a power fist on the captain. You lose that initiative with a power fist, but with the hammer you do force your opponent to strike last if you score a wound, the hammer has more incentive. If not a relic blade.
If you take terminator armour on the librarian you don't need a force dome then, though it depends what squad you're planning on putting him with.
Not a fan of heavy weapons with sterngaurd. You lose that funky special ammo which has more uses than lascannons. Also I wouldn't take a power fist, sternguard are a shooting unit. They can hold themselves in combat but don't really belong there.
The dreadnought doesn't need a drop pod with autocannons, it has the range already.
Woah! 230 points for a dev squad and transport. I'd rather take a land raider for the 20 points extra and get 2 lascannons and a heavy bolter and be much tougher. Or failing that, give the dev's a rhino so at least two of them can fire out the hatch and they're in a nice pillbox.
Also, even with two drop pods only half will pod in. If you want drop pods you really should take more and a odd number so you get more coming in first turn.

I feel the same about the Sternguard taking Heavy Weapons. Give them Assault Weapons, if anything, along with a few combi's. You want them to be as mobile as possible, to take as much advantage of their special ammo as possible. Heavy Weapons on them, IMHO, are point sinks, and thus wasted.
I also feel that you should probably put the Librarian in Terminator Armor. If you do that, and give him a Storm Shield, it'll only cost you 140 points. You can then substitute Force Dome for a different Shooting power or an Assault power. I usually take Null Zone and Might of the Ancients with mine. Playtest the list with and without the Epistolary, and see if it's necessary. More often that not, I don't really use it.
Further, your Tact Squads are very ill equipped for close combat. Give your Sgt's at least a Power Weapon, or a Power Fist if you can manage the points. Your Troops need to be better protected and equipped if you plan on claiming your objectives.
The Devastator Squad in a 2K point game is probably a point sink as well. Go with a Predator Devastator or 2, or an Annihilator instead. You get more shots for about the same amount of points (170 or 250 vs 230).
Hope that helps, and good luck!

You only want tacticals in combat if a full unit. With the heavy weaps the O.P has chosen I should expect him to combat squad them, which you don't want them in combat then, really.

I think I'll do some fixing , sorry guys it's only my first attempt on SM, and just got the codex recently. Otherwise thanks for the help! Also, I'm going over the top with AV13-14 killliness because my main army is orks and they never have enough anti-tank.
Thanks for the help!

No problem. True, Orks don't have a lot of "oomph" when it comes to taking out high AV's. You'll find that Space Marines are much more capable and efficient at doing that.
Good luck!

Thanks! I will be buying some stuff on ebay in a short while so I just wanted a brief idea of what I will want. I know I want sternguards and a shooty drednaught and a LOT of taccies . Not sure about the others though, might tweak about a little.

Some advice I think you can appreciate:
-I personally don't think Devastators are a strong unit anyway (when contrasted to other heavy support choices), but there is another point many do not realize: That unit does not come with three Lascannons. You will have to scrounge bits together from elsewhere. Same point for those sternguard (though they at least look quite nice).
-You know what is more awesome than a sweet shooty dreadnought? Two! (or three...)
-Drop pods: Not sure why you are using them with shooting units. First, they want to be as far as possible from the enemy (generally); and second, they lose multiple turns of shooting by being reserved.
-Your landraider is going to be rushing to the front anyway, I think you will get more out of the assault variants (LRC or LRR). Throw a MM on it for good measure.
Let me know if what I wrote didn't make a heap of sense.

Q: How many of a specific demographic group are required to carry out a simple task?
A: An arbitrary number. One to carry out the task in question, and the remainder to act in a manner stereotypical of the group.
