I want to nicely "snap" off the shield for a bunch of my WoC and glue a 2nd hand weapon. Does anyone have any great tips for doing this without breaking anything? I tried one and the part that was glued stayed in, while the rest of the arm cracked off.

I use a dremel tool (this is the best warhammer investment i have EVER made btw).
OR
I use a surgical scalpel from work if i cant get to it with the dremel cutting wheel.
for 50$ you can get a small battery powered dremel with a full set of bits. It can drill, grind(amazing for taking off little bits to make pieces fit), cut, has a wire wheel brush, and polish. Definitely one of the better ideas i have had lol.

Eek! Be sure to "cut away" from yourself! Or just do it bearing down on a hard surface... I had Tau that I tried to "undo" that were assembled with plastic glue (super glued models can have limbs just snap off, but not plastic glue where it's melded together...) and had a few exciting moments

Also littlenibbler Orks aren't about armour saves.
Orks are about having too many models on the table, and wasting the other guy's time with your movement phase.
Orks are about having the toughest units on the table.
Orks are about not caring about how many bodies are left in a long winding trail until the squad is down to less than a third its starting strength.
Orks are about rolling more dice then you can count without the aid of a calculator or a pen and paper.
Orks are about having totally fething insane characters tearing gak down like Doc Grotsnik, Ghazghkull or Snikrot.
Orks are about being too fething awesome to die...

Luckily you have a bottle of super glue close by for those little slips.... it stings like hell but saves you a couple hundred bucks in ER charges...

Another tool to consider is the razor saw, though this may be impracticle for what you want.
For plastic figures however there are very fine saws for modellers.
or these
other sets are available- i think Tamiya do some
These may help get a neat cut through the plastic and not your fingers
