Other than dreadnaughts, I'm not a giant fan of building tanks & other vehicles. Taking assault marines as troops seems like it might mitigate the need (though I bet it opens up problems with battlecannons and lash of submission & whatnot). I know this probably isn't tournament-worthy, but is it doable or terrible?

Its not bad. Are you anti-rhinos though? They would help keep your squads of tacticals alive longer. Automatically Appended Next Post: maybe drop the dev squad to 5 and give transport to tacticals. Just in abount of pure bodies alone, I think Space Marines can mass spam their troop choice and do pretty damn well, just make sure you bring enough Anti-tank if your not going to bring tanks yourself.

The tactical marines on foot won't be useful. Their weapons are short-ranged, and they move slowly, so you'll never be able to create much of a threat with it.

Would you suggest replacing them with, say, another assault squad and 8 scouts with sniper rifles and a heavy bolter? Or do you think a marine army with no transports is just folly? I'm just asking because I'm trying to figure out what to buy.

Okay, how does this compare to the first list?
Librarian
jump pack, blood lance & smite (or maybe sanguine sword? want to keep him out of close combat since he doesn't have an iron halo)
Sanguinary priest
jump pack
10 assault marines
jump packs, 2 meltas, powerfist
10 assault marines
jump packs, 2 meltas, powerfist
6 scouts
camo cloaks, 5 sniper rifles, missile launcher or heavy bolter (not sure which is better)
10 devastators
4 missile launchers
996 points total
I don't know about the librarian over the chaplain, but hot dang does that blood lance look like a good power. I can always drop a scout and camo cloaks for the points to switch him back from a bookish nerd to a religious nutjob.

Looks good to me. I'd use unleash rage (the preferred enemy power) on the libby, next to the lance. And keep him with the assault marines, yes, assaulting as well  If he's not with the assault marines, he's out of blood lance range or on his own, so either not useful or very killable.

I was figuring he'd stay away from combat because he didn't have an invulnerable save, but I guess he should be in there beating the enemy up. How about the Sanguinary Priest? Should he join a unit or stay 6" away so he doesn't get powerfisted  ?

It's the same story for the sanguinary priest, it's almost impossible to keep him out of the assault. And yes, good players with power fists will try to kill him but ten he's done his job, got your assault squad through the shooting and first round of assault.

Priests only have one wound, so powerfists dont really have that much more of an effect than a power weapon.
I think the scouts are a weak link. Maybe lose them, drop the devs to 5/6man, lose a missile launcher, then take 10 tacticals with a missile launcher (taking you back to 4) and some special weapon? 5 tacs are waay more durable than 6scouts when holding an objective, and you also get a 5man combat squad to take a midfield objective, while the ass squads take the opponents ones.
