It looks like your specifically picked the most expensive units.
Vindicators don't need siege shields. They're just an unneeded cost. I wouldn't keep them myself, that's a lot of points for three guns. At that price you can field something cheaper that is more versatile.
Scouts: I don't see where Telion is coming in handy with your scout squad. Maybe that heavy bolter. It just seems like an unnecessary upgrade.
Dreads: I really like your two dreadnoughts, even though they are getting very expensive. it's approaching Land Raider price.
Tacticals: I don't think the plasma gun is worth the price all things considered. Why not try to give both squads meltaguns for that price.
Other: I really love the good ol' regular LR with assault terms and a Chaplain. That's total maximization of killing ability.
I think you're spending A LOT of points on squads and single units, that are better off just with stock wargear. It just looks like you need to streamline a few points here and there and try to add another tactical squad or something.
You are only using 20 MEQ and 5 scouts in a Ultramarines based army. You're biggest flaw I think is lack of heavy support, those three vindicators just are not doing it considering how fast they get weapon destroyed. Unless you personally love using them I would drop them for cheaper more useful heavy support equivalents.
That scout squad is 20 points away from being 10 space marines with a multi-melta and flamer for free. Just mentioning.
I don't know how I feel about this list, it definitely looks good. I like the drop pod tacticals to go with the ironclads. Why not give one of the drop pods a relay beacon or whatever, so the others land nearby?

Chaplain is a nice HQ choice, though a librarian can sometimes be better if taking the nullzone power. It really depends on what army you're fighting at nullzone affects more than others and the chaplain's ability only works when charging, so you need to make sure you do not get stuck in close combat. I'm a bit confused on the tactical squads. Do you mean both have a plasma gun and then one has a multi melta and the other a missile launcher? Personally I'd take multi meltas as you have the same weapons for redundancy and because you've got drop pods you don't need the range on the missile launchers; however you will be in multi melta range
I've had problems with land raiders in the past. They have confused roles if a transport or tank hunter or anti infantry. They're sure better than the chaos ones because of potms but when moving they still can only fire limited weapons and you want those terminators in combat a.s.a.p. I'd consider a crusader. Ironclads are ok. Though consider when podding in you cannot assault; which ironclads are best at. And you put yourself in melta range which ironclads don't really stop. Perhaps consider a standard dreadnought with multi melta?
Siege shields are only worth taking if you play with a lot of terrain.
Hmmm the scouts are just a point filler and don't add much. I'd consider some speeders with multi meltas and heavy flamers for vehicle and anti troop destruction. Although you are light on troops at 2,000 points.
You also have a equal number of pods, odd works best so you get more in. A beacon wouldn't hurt on one either.

I would take a dakka pred over a whilrwind 9 times out of 10.
Powerfist on tacticals is a waste of points in my book.

on all the lists it seems like the addition at the and to point up to 2000 is an afterthought.
i'd still go with regular dred too.
i like the list above the las one alot better.

I'd lose the grenade launcher because it's kinda worthless and the digital weapons since your gunna be wounding on a 2+ with your Relic blade

A single drop pod in my list always seem to do the same thing, land, miss, then die YMMV but I would lose the assault launchers
