or it's an incentive for those who want to play and will pay a few dollars extra to get the collectors edition. and most CE loot only gives an edge (if it ever does) for the lower levels. for crap sake, all Blizzard did was allow pets that would follow you around in game. nothing gamebreaking there and I will give cradit that WO will do the same. nothing gamebreaking ... cool masks (in game faces) and a pewter miniature.
I look at it this way. if you are high on the game, get the collectors edition. if you join up a year or 2 down the line, don't sweat it. Look at city of heroes and city of villains. you get costume upgrades etc based on how long you have been playing. does that dissuade the new guy from logging on and playing because he can't unlock the roman armor? I think it's motivation to play that long, knowing you will get it.. anyways, that's my 2 cents.

Looking at the bonuses, it looks like they won't be anything that gamebreaking really. Just alternate items available to you at the start, or at the end.
This is the stuff that is mildly concerning, as they provide few details on how it works out.
In game item Rittnebach's Portable Camp - Rest your weary soul and heal your wounds between battles.
There is also a Band item that depends on where you preorder. All enhance stats and casting slightly as well as doing additional damage to attacks.
Best Buy - Elemental Damage
Gamestop/Ebgames - Corporeal Damage
Amazon/GoGamer/GameCrazy/EaStore.com - Spiritual Damage

I can't imagine that these things either:
a) Wouldn't have some type of time limit on them, or
b) Will be made obsolete by better items as you gain levels

The thing you neglect to mention about the camp is that the way they've explained it is, your faction members and party members can use your set up camp and get the same bonuses.
The rings? heh. $20 says you'll be replacing them very early on.
