Tell that to the daemon codex. The existing areas may grow or shrink, depending on the power levels of the gods, that's the nature of chaos. While people see the warp differently, those are the six areas, and that probably won't change to 5 or 7 for a while.

The emperor isn't doing much to weaken the chaos gods power within the warp, he is just making it very hard for them to break into reality.
