As I quoted above, page 12 gives each model in the unit permission to move their maximum movement distance, and the IC rules say that the IC only has to move as slow as the unit if they are going to remain together.

Incorrect tense. As long as they remain together, which tehy are when you start moving the models. There is no "intention" written into those rules.
