Much is left to the discression of the commissar in question. Sure some floggings will happen and such. But particularily brutal commissars dies heroic death suspiciously far away from the battlefield. As for f.ex. flogging as punishment, think about the 39 lash-limit. A lenient commissar is likely to double-count every lash given over 30, a harsher will not. I take that limit from the Roman and British military, but it seem to be likely. Over 39 lashes at once is considered a death-sentence. Also a commissar would likely have to give a report about every man he executes, so having a mental illness would likely root him out even at the schola.
