Actually, it makes a lot of sense. One of the earliest flame weapons, "Greek Fire," was mostly used in naval battles, as it would burn even on the surface of the water itself. Also, I've heard it said (anecdotally, to be fair) that in modern naval combat ships are more likely to be lost to fire started by shell/bomb/missile hits than to sinking just because of the physical damage inflicted by said hits. Shipboard firefighting is taken very seriously indeed.

Actually the underwater cutting torch idea is pretty much dead on...
As to why the sentinels, when I started this army, I was ohhing and ahing over all the "support" vehicles from forgeworld, the Powerlifters, the Trojans and Atlas, etc..

The orange makes me think you're going hunting but I love the vehicle conversions. I espacially like the chimera with the crane(?). Thats a choice window/glacis plate convert.
Are these nuns with guns or guard?

Guard.. though I was thinking of attaing a unit of seraphim from the Shrine of Saint Pamela the Perpetually Bouyant.

Awesome!
I toyed with this idea once when I was making my Tyranid army, thinking how terrifying it would be to be on a nearly all water planet during a Tyranid invasion!
The enclosed Sentinels are supposed to be some sort of work submersibles right? That's really cool!
I never could figure out how to make a Leman Russ look convincingly amphibious, or otherwise thematic. I'd considered some conversions based off the Amtracks the US Marines used in WWII for their beach landings.

The base is a wooden toy wheel and wooden disk, the lascannon, and scanner are from Razoback sprues, along with an ammo box, behind that(where you can't see it) is a lascannon battery pack from an IG HW sprue, the top is a field fence antenna from Battle for Macragge..
You can't see it in this pic, but the scanners give them a little bit of a WALL-E O.o expression, so I've decided to call them BOU-E's..
On the Stormlord, I raided the torp tubes mast, and liferaft from an old PT-109 kit.. the rest are from Bluejacket Shipfitters, I still need to add stanchions around the back deck, and a few big bollards to the deck.

Edited after I re-read the title. I didn't see the Coast Guard Comment Painting Drybrush: N/A Shading: None. Shading is a must. You have solid colors all over your models and it doesn’t set them off. You really should go back and shade your colors. Base: Pretty basic. The big thing is your bases. I really suggest changing your bases to diamond plated plastic card. This way they look like they are standing on a deck of a ship. It would really pull the models together. Extras: I like the solid orange tank but no shading. Two tanks look like construction vehicles and should look like fire fighting vehicles. You do have some shading on the top, but the bottom of the vehicles have just solid colors. Are there any weapons on the sentinel? The storm bolter on the one guy is way too big. No normal human could hold that thing in one hand and fire it. Concept: I see where you went with this but you need boat bumbers. Things that will be put down next to the tank so when it's docked it will not destroy the pier. So adding a few would be good. You could take off those wench looking guns and put on water cannons. Have them used for putting out boat fires! You could really capitalize on this. Overall: C+ I’d say fix the shading issue and find some better weapons for your vehicles. Also get some weapons that don’t look like construction vehicles and more like fire fighting gear. Also you have what looks like a tow vehicle. I'd change that to a tug boat type vehicle. The reason is that you don't want to be attached to anything that you are towing in the water. You'll sink with that you are towing. I suggest putting push bumpers on the front of the vehicle. I'd also suggest making new exhaust for the vehicle so they are longer. This way if water gets high none gets into the engine. You really could pull this off with some fixes. I'd use flamers but take them flame attachment off the front and put CO2 on the bottles.

With regard to some of your comments, particularly relating to boat parts being on his vehicles I must say that I think you're taking his Coast Guard Theme way too seriously.
It appears to me that it's more for the fun of it modeling-wise than anything else. It's clearly not supposed to be a realistic interpretation of what a Coast Guard Force in the 41st millennium would look like.
The theme of his army is great, IMO. I think it's humorous.

I've got a 2-3 tone drybrush on nearly everything, it's quite enough shading for me - I WANT clear bright almost solid colors.

Beaches, I like em.. the aquarium plants are extra lulz.. (also ship's deck, -wood-)

They're chocks and cleats, not davits, davits are the bits that hold lifeboats and put them over the side. Chocks and cleats have nothing to do with "staying in the water" they're about "staying tied to something" in this case, the pier they're brought up on between missions. Anchors are just lulz, and more of the "staying where they're put" idea.

No, Wenches are found in dockside bars, not tanks generally, except in violation of Imperial edicts regarding fraternizing with the enemy, and Slaneeshi cultists.
Two tanks look like construction vehicles and should look like fire fighting vehicles.
They look like Bouy Tenders, as intended.. my only regret there is that FW came out with their OMFG Huge Searchlights hatch replacements, well after I completed them.
