Cultists have to be the easiest troop choice to convert. Virtually any human model will do.

I have just made 15 using parts from: Marauders, Marauder horsemen, Catachans, Empire State troops, Cadians, Empire militia, Beastmen, Dwarf miners, Goblins and even the odd Chaos Marine part. Basically I raided my bits box and used anything that worked.
