S6 gives a lot of utility vs Shred, which diminishes the value of thr claw.

ToT vs Relic Blade depends on what squad your HQ is sitting in, I'd say.

That or a question of meta. What kind of squads do you find him having to deal with most? MEQ, TEQ, GEQ (Hey, I'm trying to be serious. I mean Dark Eldar, Eldar assault units, etc.)
Personallly I'd run an LC. But that's just personal preference.

Referring to squad size. I'd say ToT if he's tagging along with five Sternguard, I'd say Relic Blade if ten-man squad of anything. Variable on what enemies you're facing of course. If you're staring down nids or orks, ToT. MEQ, Relic Blade. Not list tailoring per say. As a generality I'd take ToT, as for a 5pt difference it offers much more than a Relic Blade.

I think it's 10 points, but your point is still valid.
The ToT does have the advantage that if I want to break off from the squad he's babysitting and tackle something alone, it will be a big advantage.

That said, I think both are pretty close options, still torn.
