A Lord Inquisitor could absolutely use entire divisions of the Adeptus Arbrites as his personal henchmen as well as the full armory of the Sector's Inquisition. So in short, you can explain it as a Taskforce of Inquisitorial Arbrites, you could say it's a company of Guard 'acquired' by the Inquisitor or really however you want to explain it.

Just starting my own Deathwatch list and including Astra Militarum to give a Divination Primaris Psyker to my Tank Hunting Imperial Fists Devestatora and I'm just going with Arbrites groups as explaination for the AM detachment and the two actual Henchmen slots of Guard equivalent.
