Yup. He might have assumed control of his empire during ep3, but it wasn't until ep4 - 20 years later, that the senate was dissolved.

I'm OVER 50 (and so far over everyone's BS, too).
Old enough to know better, young enough to not give a ****.

Palpatine, and his line of masters, were wheedling their way in, as they had finally realized after how many failed empires, that the way to control the entire galaxy was to take over the galactic government, from the inside.
