My issue is with modifiers after rerolls to begin with. "Reroll misses" should reroll ALL misses, not just those that happened to be a natural 2 or 1.

Plasma overheats should be rolled for separately. Removes most problems and gets rid of the ridiculous idea that standing next to a captain makes your plasma shooting safer with re-rolls

2. Not sure about it. May be not.
3. Yes and regardless of line of sight. The troops would try to shoot if the enemy moves around the corner.
4. No. Never got the feeling that this was needed and could cause other Problems (too much of a boost for CC units). Units pay for their fall back by being not able to do anything else this turn. Question shouldn´t a fall back not also prevent you from using psychic powers?

As i just don´t like flyers, no.
On an objective point of view, GW wanted to bring flyers in line with "normal" vehicles, so no that would be another, not really needed, special rule and would also a (big) boost to flyers.
