Does it bother anyone else that the Emperor told Corax about Chaos and not Magnus? I am finishing Deliverance Lost, and it seems a lot of trouble could have avoided if Emps had given Magnus the same speech about Chaos that he gave Corax.

Perhaps not technically a Marine Chapter anymore, but the Flame Falcons would be pretty creepy to fight.

"Boss, we waz out lookin' for grub when some of them Spice Marines showed up and shot all the lads."

"Right. Well, did you at least use the burnas?"

"We tried, but the gits was already on fire."

It would. But Emps is not a smart man.

He did. Ahriman in psychic communion with Magnus(during the council of Nikea), accidentally learns that the Emperor explicitly warned him about all of this tomfoolery. Magnus had pretended to learn this from the Emperor but he had already been dabbling and knew most of what he was being told. He directly mislead the Emperor, saying 'oh really? V interesting' to stuff he had already been fiddling with. And he still reckoned he knew best.

I don't think he predicted all out war with Chaos. My thoughts are that he was trying through suppression of religion and psykers to weaken the chaos gods. And to assuage the fears of a lot of Imperials about psykers and their power. I mean look at the council of Nikea and a lot of the primarchs even were afraid/concerned by psychic powers, hence why the edict went through. If he bans it then a slight majority of legions and primarchs will have their fears assuaged and the amount of energy the Chaos gods have to mess with is reduced in one fell swoop.

However I agree that it is shown that he would have had an easier time had librarians been more prevalent to see the betrayal coming, deal with Daemons and counter traitor librarians. But hindsight is 20/20.
