An interesting note - Fly no longer gives you less than 9" charges Post-FAQ but Grapnel launchers do as they weren't touched by the new errata.

Ok, so, now that the Raven Guard stratagem has been changed, I personally don’t see any current use for Reivers at all.
Sure, you could spend 110 points on a 5-man unit to deepstrike anywhere turn 1 and still get a 0” charge, but… yeah….

Turn 2. Reserves can't come in on turn 1 at all. That said, I feel like they have uses, but their cost and lack of durability (same problem all Marine units currently have) are hampering them.

My bad - meant turn 2, but use to saying turn 1! (and dreaming...!)

Reivers have some use, i agree, but, you need to get them into position otherwise they are just more expensive than Intercessors with a worse shooting weapon. If you do go the combat route and pay 110 points for the unit to potentially get the 0" charge, then you're only rocking 19 str 4 attacks with 0 ap. It just doesn't give you enough options or targets imo.
