How do we know it's even referring to a "City of Angels" on Earth? The 40k universe is a big place.

Because the author is mostly familiar with the Earth. I think this is perfectly fine speculation, it is specific enough reference that the author probably meant something by it. 'The City of Angels' is definitely mean to refer Los Angeles at least.

I maintain The Notorious B I G, aka Biggie Smalls, Biggie, The Big Emperor, Big E, put out a hit on his long time rap rival Tupak Shakur using his agent Prytanis, shortly before reinventing his own persona as he knew the genre had peaked by this point.

It is this 'brother in the City of Angels' to which Pryantis refers.

Unfortunately Tupac was killed in Las Vegas and not in LA...so this theory is debunked

He was from LA though, right?

Agreed. I'm of the opinion the writer threw in lines specificly DESIGNED to invoke well known assasinations specificly to cause us to ask about this, to make us wonder just how much and how long the cabal had been mucking with earth

Opinions are not facts please don't confuse the two
