My local store supplies palette paper and water cups, though I think if parents bring their kids in they have some of the blue plastic push-together space marines and other supplies to paint them.

Our local manager doesn't care that my paints and brushes aren't citadel, but the miniatures do need to be GW. He usually has a can of chaos black as primer that I've seen others use, but I never asked to use it myself. Painting in the shop is a pleasant way to spend a lazy sunday afternoon.
