The problem is you don't have an incentive to take one gun one arm because you lose attacks for each gun arm you have.

True - but this is an opportunity to rewrite the datasheet. Build in an appropriate number of attacks. I think we'd have a more interesting Leviathan (I have not seen a Loyalist one with other than twin cannons), and it could still be impactful without being overbearing to the gaming environment.
I also realize that it would be a huge pain to those with existing Dreads that did not magnetize. So if it moves to LOW and a 5++ then I'm happy!

why excactly should the leviathan, which is only really an issue to begin with for the loyalist side thanks to rules bloat, go to LOW?
Fixing the loyalists before doing nonsense like this seems the more sensible way-.

I hope that my Macharius will no longer cost like 3 Leman Russes while having less offensive output and resilience than 2 Leman Russes.
I predict that it will remain on the shelf however, getting increasingly better urban camo due to gathering even more dust, because it will continue to be overpriced junk.

Yeah, if you look in the thread in N&R, someone counted the number of entries - excluding R&H and Elysians - from the four FW Index books. The teaser video confirmed 191 datasheets, and the difference between what was in those books and 191 was over 100.

Here's hoping it's a simple case of collating the like entries into stuff that is multipurpose. Maybe the 40k varient 30k vehicles have a single shared datasheet for imperial and chaos? We already see that there's a clause for "If taken in DA, this gains Ravanwing" from the Strom Speeder, and we've long had the Cypher sheet with Imperium and Chaos keywords?
That makes sense, and it means that we wont actually say goodbye to things, just that there wont be 2 datasheets for every single metal box FW spits out

So you want loyalist Leviathans to have the same invul as csm leviathans? And if you want it to be a LOW would it get the stats of a LOW? 20+ wounds?

Right, but they're a "special case", because everything in their codex is a LOW, so if they weren't then they wouldn't fit in a Super Heavy Detachment with the rest of the units in the codex, so you'd have to take a second detachment to include them. Making leviathans LOW would have the opposite effect, it would require a second detachment, which would cost 3CP and lack faction traits. Is everyone still scared of the "Big Bad Boogeyman Leviathan"? They're not really a problem when they aren't being used with broken Loyalist Scum supplement rules.

I propose this for all Leviathans so that they cost CP and they do not get faction bonuses (unless you take three I suppose). Full disclosure- I want them reigned in.
No need for folks to get anxious about what people say in this thread. Whatever changes they have made have already gone to the printer.
