They absolutely do.
Shrike could have been a $55 instead of $40 model by the simple addition of an Honor Guard like Calgar.
Those two are, currently, the only Primaris Chapter Masters.
Skitarii Marshals could have had different weapon loadout parts.

Isn't Dante too old for the primaris program? I am not sure his plot armor can make him survive that. BUT, it might make a good avenue for introducing a new Dante, seeing as how they can "assimilate" knowledge through drinking blood. Make a new Primaris basically become the Jadsia Dax of Dante and carry all his knowledge/experience, etc.

if they outfitted terminators as "Tactical terminators" I'd honestly agree but GW's shown they're perfectly willing to mix things up a bit there and terminators are in addition to high defence value also the "special armor worn by the elites" so there's proably a place for them in general but they'd not be able to just upsize termies and call it a day. but over all GW's not been shy of taking basic roles and doing new things with them.

I think we might be done with generic Primaris for at least a while.
If Valrak and his source are to be believed, Black Templars might be the first in a wave of chapter-specific units.

Generic primaris maybe. But there's still a lot of chapter locked units that could be primarized. I'm thinking about BA death company or sanguinary guard and SW wulfen and thunderwolf cavalry mostly. Also scouts and a lot of characters could be "upgraded".

I imagine we're more likely to see new unique troops rather then just updates. I bet for example we'll eventually get a new hounds of Mokai kit that has unique options etc

I can easily imagine plasma version of eradictors or new intercessors box with jump packs in 10th. But all of those require a new codex. For the 2.0 line of books, GW is probably going to do the same thing they did last time, maybe a character and some big kit in common for all marines.

After whatever we're getting for black templars I think it's possible we'll get some more chapter specific troops alongside the outstanding 9th edition supplements. I think that if we get specific chapter troops (as opposed to only primaris characters) they're likely to be fairly random with not every chapter getting something. GW is nothing if not inconsistent with its approach to the various chapters.
I just had a look and there are a surprising number of chapters that don't have specific 9th edition rules even if the supplements are largely compatible, so there's plenty of potential release windows for more marines this edition even without seeing them pop up during a campaign release.
What I'd like is some more primaris biker characters and weapon options for outriders alongside an updated white scars supplement.

Every chapter shouldn't get something. It's not like UM (Tyranid war vets do not count), RG, WS, IF, CF, Sallies have their own unique units, they're all codex template in terms of units, but have their own specialisms in terms of how they use those standard units.
Characters, and specific units should be upgraded. I for one, as a DA fan would not like to see a Deathwing Knights specialist primaris terminator kit, cool, but unnecessary, Bladeguard could be their Deathwing Knights going forward, maybe with an upgrade sprue.
I think there will be a specialist primaris Death Company kit at some point, namely because based on GW logic, the options to have a primaris death company as they can be equipped is not fulfilled in one box (lack of assault intercessor arms). I would think it would be fair to limit them to 1 special weapon per five, and maybe jump packs will be a thing then as well so the options for that will also be included.
SW is nearly a whole complete army in it's unique units...
Jump pack based assault, suppressor multi kit, primaris terminators and some form of true long range anti-tank unit (I still think hell furies are going to show up and be that) is what is needed really now... Well, a proper Land Raider equivalent as well but it can stay on the shelf if it isn't tracked.

I don't think GW will necessarily limit itself to not having chapter specific units just because those armies haven't had them in the past. We didn't have primaris before and look where we are now... If somebody came up with a nice sketch or a cool bit of background and they think it's viable to sell that idea as a kit then it'll probably end up in a release schedule at some point.
GW of old couldn't produce the kits necessary to make lots of cool chapter specific unique units in plastic. They're now producing what seems like a couple of hundred kits per year across their game systems.
It's bound to happen.

Maybe not, there are some with quite a lot of stuff that hasn't been updated in line with the 9th Codex like Ultramarines or Imperial Fists/Crimson Fists. I could see Ultramarines/Fists getting a book similar to the Angels and Wolves but the others are going to be a really hard sell when combined they have less content than Deathwatch.
Honestly, if Templars get a full supplement then I'd be pretty shocked. 4 special units just isn't enough. Obviously, GW disagrees because Iron Hands and Co.

The people who would buy the supplements would be the Crusade players.
I only have Deathwatch; it's Crusade content isn't as good as Sisters, Drukhari or Admech... But it is something that incresed the value of the supplement.
Another nice thig about Crusade content is that FAQ's don't really touch it, so while people will see point changes or Nerfs as invalidating the dex, Crusade content mostly remains unchanged.

Agreed, though sisters are close- between units becoming Repentia when they fail, redeeming themselves, plus living saints, plus miraculous blessings, there's a lot of different goals for armies to work through.
The Admech stuff is interesting, but IMO, it's in third place behind sister, who themselves are just slightly behind Drukhari.

more to the point, I meant "supplements beyond black templars"
if we do see supplements it'll be towards the tail end of 9th.
don't get me wrong I'd love to see new supplements myself, partiuclarly as it could fix some of the lingering issues with some of them. (iron hands and Imperial fists could both do with a re-write of their doctrine abilities) I just don't see it happening anytime soon.

To be honest without starting a flame war I hope we don't have any new marines for quite awhile at this point. Let them rest a bit and give the other factions their love. Even if the costs are out of this world, which I'm sure they will be, other factions need much more love than say marines.
Some dark eldar would be great but we won't see it, Eldar could use some stuff for sure, guard wouldn't be amiss for some fresh new things, etc, etc.
So I hope we don't get any other new marine stuff for a bit and let it the dust settle with them some atm.

I don't think thats a flame war, even as a marine player thats a pretty reasonable proposition. if we next get new marine stuff only with the 10th edition codex, and if thats just a sprinkling of new stuff I'll be fine. gives me time to work on the pile of shame, and maybe paint some other stuff that I've wanted to

This can be fixed with a tweak to the doctrines in general, with the amount of LOS terrain now (a good thing for the game), the dev doctrine is mostly useless. It just needs to be allowed for 2 turns if the player chooses (again), or doctrines could be delayed to start till turn 2.. I think I prefer the first version, but the second would cause less issues from the trauma people had from this last time.
