If GW had cut all the stuff that wasn't in a Liber book and then added them piecemeal into campaign supplements, I'd be on board with you but that just isn't happening here.

Inductii are not the "augmented inductii" of the world eaters from first edition. The augmented inductii were a world eater specific unit from a particularly brutal accelerated ascension program that involved the implantation of the butcher's nails as a very early step overseen by Surlak. It just happened that they were so good on the table that they saw use in every world eater army after a few years (big daddy Surlak must've had the best navigators around to get to all those battlefronts...)

The inductii were seeing the cthonia book are the aspirants who are being accelerated and pressed into frontline service before they're really ready by *all* of the legions by the mid/late heresy because they need numbers to bulk out the losses of fully fledged marines from the crusade era. A huge number of which are involved in the cthonia campaign. Up until now these guys would have been represented by more tactical and despoiler units.
