How you pay for it once it stops being free? Chances are you buy a subscription on the GW page "Warhammer +" and that unlocks the app.

Not that anyone has figured out yet, you can't pre-assign them for a consistency check or for the Roster View.

No. App does only pre-game thing and assigning characters is post-army creating stage.

Maybe GW adds it later but for now no.

I got GW app and it's free. Not available for my country at gogle play but I got apk installer. When I try to run it it shows icon and nothing happens

Probably due to not being available in you country.
