By reign in magic i think i said it before but they took out the strongest spells that would wipe out most of a unit that got irresistibly cast by a 6 dice which had fairly high odds of getting two 6's and being unable to dispel due to irresistible force.
Also if you have good wizards as before it'll be hard to be beaten in dispel and casting. Currently dispel is about as powerful as casting whereas in 8th you were forced the highest of two dice rolled and magic was very random.
------
Outside of all that templates are significantly weaker going back to the 4+ to hit for partials rule of pre-8th ed fantasy and earlier editions of 40k. I'm not entirely thrilled with that but maybe that's because skaven poisoned wind mortars and plagueclaw catapults feel semi weak.
------
Also Dear Sweet Merciful Lord have they nerfed warp lightning cannons into the ground. Maybe it's a good thing i sold mine off years back when someone asked. Sure they do damage in a line but firstly this means you don't want your units too near em, 2nd it only seems to do one damage total regardless of the strength you roll and finally it doesn't end in a template of any kind. Sure the cannons could've maybe used a nerf but that's what the variable strength of the cannons were for. It basically made warp lightning cannons bad at monster sniping and bad at killing anything with multiple wounds or units. This makes me ask why even take the stupid freaking things. It's just garbage now.
------
I'm actually a little worried for my skaven. Outside of like the fellblade and a couple things most of my units do 1 damage total to any target. Warpfire throwers used to do like d3 damage and i dunno if one damage per jezzail is worth it either (though this is a change the last edition of skaven did for jezzails too if i recall). A lot of changes in our book feel unneeded and unwarranted. The changes: no skaven slaves, warp grinder can't attach to night runners anymore (at least you can take a lot more warp grinders and they don't mishap as badly), stormvermin have weird unit restrictions per points limit (0-1 units per 1,000 pts is really bad), doom flayers are simultaneously better but still really vulnerable, weird limits per plague priest and warlock engineers that locks out a bunch of the army list without them and heavy restrictions for at least half the army, etc. It's honestly pretty clear to me whoever wrote the restrictions and some of the changes for skaven either had no love for skaven due to some weird PTSD mis-remembering of them or just put it in as an after-thought. Skaven are meant to dominate in range and magic. Our melee is supposed to be weak overall. Also how are we supposed to be a horde army without slaves and shooting into slaves. That takes out a huge chunk of the character of the faction.
Sorry i had to rant. Maybe next time i play it'll change.

While Skavenslaves are gone, perhaps you can find some solace in Giant Rats taking their place.
3pts/model for a State Troop profile, except with M6/I4 and Fight in Extra Ranks. Throw a Master Moulder in there and they're Ld9*.
I agree the list reads more like a fan-made or appendix list. My Daemons are also a Legacy list but I feel like they made out much better with regards to internal balance and flavour.
I'd like to say it'll get better, but all GW communication has been to say the opposite.
Back on topic, I only recently noticed that FBIGO allows you to reform. As a result, you can use a normal formation to move around the board, throw your first combat, and then reform into a line for an immediate counter-charge or to receive the pursuit.
Means that losing a combat likely makes the second round far more in your favour, and it avoids most of the issues with maneuvering lines because you do it reactively and right in front of the opponent.
Might not always be the best decision to make, but it frequently will be and it'll happen often enough to make the board look really silly.
*Thanks for the correction.

Wounds taken but regenerated still count for combat resolution (I don't remember if it was like this in 8th)

It didn't count in 8th, that's a new one. Terrain rules are pretty simple now...-1 to Movement and kick out the highest for charging out of difficult and dangerous terrain don't get any saves whatsoever now - just take a wound.

Pretty sure you did the leadership wrong for giant rats and while they have a similar role to how i use slaves i just never really bought any before the old Warhammer Fantasy imploded. Also giant rats can only be bought with Rat Ogres of which none are available in the usa store atm.

Giant Rats are War Beasts, they only get +1 rank bonus. Horde lets them get an extra one for +2. Warband lets them add the rank bonus to Ld, which is 7 for a Master Moulder for total Ld 9, as far as I can reckon.

Rank Bonus:
"Note that this bonus can be claimed for an incomplete rear rank, as long as there are sufficient models in it."
?
If it's incomplete, how many is 'sufficient'?

Depends on the unit type. Regular infantry is 5, Heavy infantry 4, Monstrous Infantry 3, so on and so forth, as described in the unit types section.

Your frontage would have to exceed the minimum numbers required for a rank bonus.
For example, if you had a frontage of 7 models for regular infantry, if the back rank had at least 5 models, you'd get the rank bonus for an incomplete rear rank.

Unless one side is vastly superior it does feel like combats tend to turn into a grind with a bit of pushing back and forth. Rather than a decisive win due to a single combat res. I kinda like it, feels organic.
The whole stepping up and few if any supporting attacks I'm also not sure about. In general a lot less attacks are being swung about. Unless you have a character or two in the front rank it seems like you'll just get the command section's attacks unless the charge initiative modifiers were enough to give you the edge.

Terror no longer has any proximity effect, so it only forces a test on charging, and has an affect on the break test if winning a combat (and cause fear as an additional effect).

After following a discussion on Reddit where something was brought up, I have to ask here in the group: Are bound spells still automatically cast? Or do you have to roll to cast them?

You have to roll, they have a built in power level, which you add as a bonus to the roll.
