Though even when England formed into a united block there was still a long period where it was very much controlled via local lords/castles and so forth. Heck that was a big thing after the Norman invasion - building lots of smaller castles to help enforce their rule over the country.
So within that structure you'd have disagreements, fights, arguments, political wrangling and so forth. So there's still a long period where mobility for the lower classes might be restricted and where local lords were akin to rulers over their own fiefdoms and such.
