i don't see why not. it'll count as difficult terrain so you'll have to check to see if you're immobilized. the only limitations for who can move are for the *upper* floors of a ruin, not the ground floor.

edit: *crap* i read that as ground floor, not top floor. in that case, no. although there are people here that would disagree, i consider deepstriking to be movement (since it takes the place of it and happens in the movement phase) so you couldn't get to the top floor as you're not infantry, jump infantry, and the third type of model that i can't remember than can get to upper ruin floors.

Page 95: "Units deep striking into ruined buildings are placed on the ground floor."

That would appear to say that the Valkyrie arrives on the ground floor of the ruin, and is not placed on the top floor.
