As the title says, which one? I am looking for an army that I can throw a bunch of marines at the enemy without transports. Also I love both armies fluff so it is really hard for me to pick between one or the other. Any input would be helpful.

A horde army where everything is in power armor can actually be quite potent, mostly because nobody expects to see it. However, you can't just march your marines up the table and hope for the best, you need a real strategy. Here's what I immediately think of for each army:

For SM, the Tactical Squad and its free special/heavy weapons will be your friend. I suggest an Outflanking strategy, taking that White Scars commander as your HQ. Split into Combat Squads, deploy your Missile Launchers in cover, and outflank everything else. Alternately, you can take the Raven Guard guy and give everybody Fleet, as long as you have some means of getting your guys into the opponent's face as fast as possible. I suggest Vindicators for support, which make a nice distraction and can punch holes in the enemy lines for your footsloggers to exploit. Land Speeders can help melta enemy armor to death, too, or Rifleman Dreads can provide long-range firepower, whatever you like best.

Chaos Troop choices are not as cheap per model, but on the other hand, you have the best selection of scoring units in the game (in my opinion). Stay away from Plague and Rubric Marines, as they're very slow on foot and kindof depend on Rhinos to get around. Instead, I suggest a Khorne-focused force, with waves of Berzerkers supported by Melta-toting CSM or even Chosen if you want to outflank. Support these with your Monstrous Creatures, perhaps a pair of Winged Princes (Warptime optional), and a Greater Daemon you can summon into one of your Champions. If you really want style, litter your army with personal Icons, and use Summoned Lesser Daemons, too; their ability to Assault immediately after pin-point Deep Striking is always a surprise for your opponent. Support with Defilers and Obliterators, and you're done.

Bear in mind that I'm a very casual player, and any advice I give will reflect that tendency.

I think my vote goes for Chaos. Having the CCW on top of the bolter and bolt pistol give them so much more close combat flexibility. I believe they get a shot at a second special weapon also, but I might be mistaken. All in all, you get an amorphous mass of good shooting and close combat, so there's no one target to take out, just a lot of T4, 3+ armor saves in cover. Havocs for long range suppression and an HQ of your choice to bolster the line rounds out your force.

usually footslogging are pretty bad unless your troops have something special (wargear, chapter tactics) to make up for it. In SM a Shrike or Khan list would b your only choices, as they are the only commanders whose chapter tactics kind of makes up for the lack of transports. For SW, though, I have no Idea. Footslogging Grey Hunters?

CSM though really need rhinos. Yes we can take 20 man blobs but our troops are not nearly cheap enough for it to work well. Honestly for footsloggers PMs and 1kSons would be best, as they have the resilience needed to walk across the board into the enemy's guns.

Space Wolves in drop pods have potential, if you're willing to go that route for an infantry army.

For Chaos, you can take advantage of the lesser daemon packs to create fearless, invulnerable screens. Behind them, you would have options: Berserkers for pure melee carnage; Plague Marines, for a 4+ cover save (thanks to daemons) with T5/Feel No Pain; Noise Marines for Assault 2 bolters; Thousand Sons for relentless bolters. Regular CSM are alright, but you're better off with the cult marines, if only for fearless to ensure you get bodies there.

CSM hands down. They can go from 10-20 strong not to mention you can get them fearless off the bat if you take a cult unit. The best you can get is Blood Claws which is 15 strong and even then you can make them run off the board.

When I run foot slog CSM for fun it is usually with Fabius Bile that way my basic CSM units can be str 5 and fearless which is pretty nasty.

Ok so here is another question, how do terminators perform walking across the table? They wouldn't be assault terminators sine they might get one turn in CC but as far as shooty chaos terminators go how have they performed?

i don't think they do well at all walking across the table. i know with my IG when i see a unit of 5-10 termies walking towards me, any lascannons or extra firepower not aiming at tanks will be aimed at them, or even enough ordinance or shots to make them fail at least one armorsave. i've killed walking termies with lasguns just because i used my heavy weapons on my oppenent's other scarier stuff and just fired a great many lasguns at them each turn since it took a few turns for them to reach me, and they failed enough saves by the time they got to me that they were useless.

i don't think someone should eveer wak termies, it is just too much of an easy target. they may have a 2+ save but if you shoot them enough they will fail a few of those saves, and walking them gives your opponent a few turns of firing.

Shooty gunline SM can kinda be done with termies with missile launchers, with some devastators (with missiles), and some tacticals with more missiles, and some speeders with missiles.... Yeah, SM can bring quite a few missiles if they go gunline. Why missiles? they can hurt anything (though only glance AV 14) and can be fired as anti infantry too.

Don't recommend footslogging in general, having no mobility sucks in 2/3 missions. But if you do it, at least bring as much firepower you can, since you can't win with mobility.
