ive read on one codex or another that the vindicare assassin or it conter parts can be allied with other armies outside of the demonhunters, space marines, and the imperial guard.
Any truth in this?
I play the Eldar and thought that a vindicare assassin would be an interesting addition with make for interesting results when played with a group of pathfinders.

The vindicare is an imperial agent and wouldn't work with non-imperial factions. They might be working towards a similar goal as other factions, however, so there's no reason not to try and homebrew a scenario with the vindicare fighting the same enemy as the eldar.
Another option would be to create a veteran pathfinder, possibly a prodigal son, returned after years hiding and fighting behind enemy lines. Give him some interesting rules mixing the vindicare abilities with the eldar fluff.
If your opponents don't mind and you can keep it relatively balanced, making up rules is a lot of fun!

This guy had the good idea. Although I was under the impression that you needed an Inquisitor of some sort in order to recruit operatives of the Officio Assasinorium.

i think the OP is refering to this  the old codex essentially said any "imperial" army could take an assassin for.... etc...
the codex is probably been replaced by the current rules for witch hunters and deamon hunters, but hey you never know

You could if you wanted to make a eldar version of the vindicare. You can say it is specially trained pathfiner of the Alaitoc craftworld.

It's fine with "By the authority of..." as long as:
You have an Inquisitor (or lord) as well.
You only have the one assassin in non apoc. games (I wouldn't like to see the eldar I was fighting having more assassins than my Daemonhunters.)

With the specifically listed Allied forces, it is allowed. Eldar is not one of those.
