Where in the 2nd edition rulebook does it explain the point value of troops? Or is there another system of building armies?

Also, is there a difference if you use late war units compared to early period units?

The 2e rulebook is just that; a rule book.

Depending on what army you want to run, you'll have to pick up what they call an Intelligence Handbook....similar to a codex in 40k, so-to-speak.

Now, the specific army rules of the major powers are listed in the 2e rulebook, but not army-lists.

As for war-eras, right now, we have Early-War comming out later this month, called Blitzkrieg, which will have the French, British Expeditionary Forces, Polish and early German forces.

Mid-War, we have North Africa, which includes the Brits, Americans, Italians and the German Afrika Korps. This book covers the army-types that participated in Tunisia, North Africa, Sicily and Italy.

Also, in Mid-War, we have Eastern Front, which includes German Heer and SS forces, Finns, Romanians, Italians, Hungarians and Soviets.

Late-War has pretty everybody, but the Italians (capitulated in 43)....the major powers still there of course.

The difference between these eras is how the armies are organized and what equipment is available to them. From vets I have talked to, they say that Mid-War appears to be the most balanced as far as competitive game-play goes. Don't know enough about the Early-War stuff yet as it will be out around the 28th of this month, so the jury will be out on that, but it looks interesting nonetheless.

Anyway, if you look at the beginning of the rulebook on page 32, there is a brief about what you need to build a force...but it's really an overview. You'll need one of the Intelligence Handbooks, such as North Africa, Eastern Front, Stalin's Onslaught, Hammer & Sickle, D-Day, Dogs and Devils, Monty's Meatgrinder, etc.....

If you go onto the Battle Front Website and sign up for their forum, there are lots of PDF lists for early war armies and forces not covered by the books.
