Well, this is a pretty long story.
Competitive Eldar armies are mechanized.
I'd get a Farseer, 1 unit of Dire Avengers, and 2 Serpents.
This allows you to play your first games at the 500 pt level.

You're welcome.
If you expand and go for the 1000 pt level, I'd add two Fire Dragon (5 guys each) units in Serpents.

Warp Spiders are a nice unit. One can do crazy things with them.
Once I battled Nids and my full unit of Warp Spiders jumped inside of the swarm when it has reached my front ranks.
They shot the Warriros and then they jumped into a building behind the swarm. My opponent got nuts. I suggest to take a full unit with withdraw.

This is dependent on your style. Today's game, I would look at Scatter Laser, EML or Bright Lance for the Platform. All 3 offer 36" range or more. Scatter laser gets most shots. EML range and versatility. Bright Lance gets you the best heavy AT for the Eldar. (Discounting Wraithguard and Fire Dragons.)
On a serpent I like the EML w underslung Shuriken Cannon. Scatter Laser & TL Catapult or Shuriken Cannon and TL Catapult. All 3 variants can fire all weapons at 12" speed. EML most range and versatility. Shuriken Cannon for the cheapest option. Scatter Laser for best volume of fire. Range is less of an issue if you are looking to actually deliver the contents somewhere. Ranged is better if you are going to play the target denial/last turn objective grab style.
Other current codexes really rain on the on-foot Eldar parade but it does offer a lot of firepower. As Wuestenfux states, competitive Eldar are Mechanized. For learning and having fun you can experiment with all the eldar options on foot but don't be shocked when you get it handed to you for some games.
Personally, you can experiment with all but concentrate on Dire Avengers instead of Guardians. They will convert well to a mechanized army when you go that way. The cost of Serpents really makes large mechanized guardian defender based armies a poor choice compared to Dire Avengers.
Fire Dragons are over powered (in wave serpents) compared to your other aspects for all comers but it is fun to try the other aspect warriors at least once.
See what you like. Otherwise go the cookie cutter Eldar: Eldrad, Yriel, Fire Dragons, Dire Avengers in as many Wave Serpents you can field. (i.e. minimum sized squads)
Boring and repetitive but a tournament competitive build.

Sadly Eldar are an expensive army $$ wise and with being a young guy buying a lot of $45.00 tanks sucks.
Good luck.

On a budget I'd say getting the battleforce is a great buy, or even 3 for a full WW squadron, also gives you 2 scater lasers per box for each which are great on such a mobile unit. Saving the get each you can spend that time painting them, while guardians are often slated they are okish at sitting on an objective as they have the bodies to soak up some damage and return fire with a platform.
A commander grab a seer would be my advice, gives great physchic enhancements and the common guide/doom combo is cheap to run.
Bulking out with some aspects I actually say all are good, depends what you want in the army, but take your time and enjoy painting the models too, they're soem of the best in my opinion

Remember magnetizing is your friend so don't glue those heavy weapons into place as you'll always find you'll want to swap them around.

7-8 Warp Spiders w/withdraw = sick. I suggest 8ish. 10 Can be overkill for the point cost.
You'll need at least 3 serpents in my opinion past 1000 pts. I like TL bright lances (you'll get mixed opinions here) on WS's carrying units that will pop and drop like DA and Guardians, while I'd like Scatter lasers or ideally TL Shurikens/underslung shurikens on WS's carrying Dragons. They are suicide troops / flankers. They will not be coming back most likely so plan on losing that WS when you do that and you won't be disappointed when it happens.
Walker squadrons, as stated, are a great unit for the cost with Shuricannons or Scatters. Pumping out a lot of medium range shots for better point/cost ratio than you can get out of guardians with platforms.
I think the only MUST haves in any Eldar army regardless of type is the Farseer. Autarchs to me are only worth it with one-two pieces of wargear for another high init power weapon or extra high BS fusion gun/reaper launcher type weapon OR if you plan on using reserves often.
Farseers are used in almost every list for a reason. Many units can be doubled in effectiveness or more with one well-placed Doom or survive for a really long time with Fortune. Guide can make iffy-for-their-points units like Falcons and make them insane. A farseer with Guide/Fortune or Eldrad giving guide/fortune to a Bright Lance/Holo-Field toting Falcon is very painful for people.
If you go mechanized, consider a falcon and 2 prisms, or on foot/hybrid I'd use two wraithlords and a WW squadron.

On the limited budget side again if its an option check ebay for some of your army esp aspect warriors i forgot to mention that. Even previous editions of them look nice and you can sometimes get some real bargains I have a fondness for using the orginal dire avengers still and fire dragons, 3rd ed I refused to use the new scorpions with those helmets :(

I, too, love the old dragons. I do like the new DA's, but Vermillion has good advice. I did almost all my buying from Ebay and found serpents at 22-25 dollars or so. That savings adds up.
