I was thinking about building some 40K modular terrain and need to get some base sizes....
what size are the flight bases for the Tau Devilfish?
What is the overall foot print for a Baneblade? Or Land Raider? (I think these are the largest in standard 40K, correct?)
I'm asking so tha I can size roads correctly for city terrain.

Baneblade isn't used in standard 40k, it only has rules for Apocalypse.
I honestly can't remember the dimensions of a Land Raider, so I'll let someone else field that one.
The Devilfish uses the large flying base.

well for standard games of 40k i think a raider would be the biggest vehicle...with that being said, the width of a raider with sponsons is 5 1/2". so knowing that id just make the roads something around the area of about 4" which is roughly the width of the more common vehicles. and the bases of tau/eldar vehicles dont matter, the actual width of the model is...but again the raider is just about the widest vehicle around, but not by much.

A Centaur is about 2.5" wide. For a two lane street, I'd say double that and add an inch for clearance, giving 6" total.

Yes, 6" sounds right for a road.
If I were you I would make each block 2'x2', with 3" on each side road.

I'd suggest putting the street along two sides of the 2'*2' module instead. That way you can use them normally, or rearrange them to form a dual carriageway like this:
