I've never done so, but I can imagine a method that I'll try to describe with words:
1. Cut a thin piece of plasticard with the shape of the blade, I estimate that 0.5mm plasticard should do. Then 2 pieces roughly 1mm smaller on each side and what will be the "top" of the sword. Make a sandwich of it using superglue.
2. Almost all needle files set has a pyramidal shaped file, you'll have to use it to carve the small blades.
3. More plasticard (either thicker, or several laters of the one you're using) on the base to make the engine's box.
4. Then green stuff to make the engine's exhaust. Make a small tear shape and press it against the blade, planify the other side. Use a needle or cloth pin with soem vaseline on it to make the likes on the exhaust.
5. Details, the ones you like, the way you are. I'll add in this step, for example, the rivet on the top of the blade, using the heads of 2 cloth pints on each side.
It's extenuating to do, and not sure if worth the time, but I cannot device a better way right now.
