Between Dark Elves and WoC. Which one is the better buy? Which one will yield more models that you would actually use in a game?

the battalion shouldn't be the deciding factor on which army you play.

Both are tier 2 armies so pic the one you like.

Sorry, I should of explained more. My friend is getting into Fantasy and he likes both armies models equally. So he doesnt mind playing either army. So knowning which is the better value is a factor in which to play :p

Dark Elves has 12 spears and 16 crossbowmen, 20 corsairs and 5 cold one knights.

The spears and crossbowmen are the same so you have any combo of them amounting to 28 total models, so you could do 18 and 10. Corsairs are meh IMO, I don't use them at all.
Cold one knights I find more useful in smaller point games. At higher points I find I don't have room for them.

The chaos box has 10 warhounds, 5 knights, 20 marauders and 12 warriors. All of these will be used in a decent army of any size IMO. Add a unit of marauder horsemen and a general and you have quite a nice little force.

Probably chaos for value for money. Though if picking for personal preference/style I would say Dark Elves.
