When do you declare eldar psychic powers?
How many attacks can a squad get in cc. I know its +1 if you charge. Do you always follow the number under a or if they have a pistol and a cc weapon do they get base 2?
My csm friend charged me with plague marines and i wasnt sure if he got 2 or 3 attacks.

The non-shooting Eldar powers are "at the beginning of the turn", aren't they? One would think this is before you start moving units.
You're usually required to figure out the number of attacks yourself - if anything is included in the profile the unit entry should tell you this. Thus a model with A1 base gets +1 for two CCWs and another +1 for charging.

You can use them whenever you want. It never specifies when you have to use the power, so it shouldn't matter.
Just because a unit has a pistol, that does not mean they have an extra close combat attack. You need to have a close combat weapon such as a power weapon. The entry might even just say "Close Combat Weapon".
A regular tactical marine only has 1 attack because it just has a bolt pistol.
A plauge marine would have 2 attacks because it has a bolt pistol AND a CCW.
So yes they would get 3 attacks on a charge.

id suggest you take a look at the eldar codex on pg 28. it explains when eldar psychic powers are use...
all powers that are not shooting attacks are done at the beginning of your turn before your movement phase
and as for the number of attacks a squad can get in is usually indicated by the attack stat on your units stat line multiplied by the number of men you have in the unit with an additional +1/modle if that unit initated the charge and an additional +1/model for 2 ccw and/or pistol

Well, there is nothing before your movement phase. So, they actually need to happen at the beginning of the movement phase. This is a little ambiguous, but most players interpret it as "Before you have moved anything, but can be after you roll for reserves (but before reserves actually appear)"

actually id have to disagree with you a little there grak...reserves happen at the beginning of the movement phase (pg94 brb) while eldar powers happen at the start of the eldar turn (pg 28 eldar dex). which does indicate there is something in between the end of your opponents turn and your movement phase, if only for a few rules such as eldar powers and wraithsight for wraithguard and lords

There is no difference in 40k, however. The beginning of the movement phase is the beginning of the turn. See page 9 of the main rules.

It only indicates that these two terms while having different names reference the exact same thing.
Start of Eldar Turn == Start of (Eldar) Movement Phase
