So I just added ruins to my terrain collection. It is a basic ruins with 2 walls forming a right angle. I read in the cities of death codex that these ruins are treated like any difficult terrain and can be entered from any direction assuming the troops had wire cutters and metal melting acid. Does this mean that If my opponent has troops , lets just say , on the 2nd floor of a ruin and hes facing out at me, and I am on the other side of the wall of the ruin, that I can assault him , or would I have to go around to the open side of the ruin, and then assault up. All the pictures in the codex and rule book show figures assaulting from the open side. Thanks

Well you don't use City of Death rules for a normal 40K game. As for assualting you need to be able to get into base to base contact, if you can't then your can't assualt.

Assuming you are using the 5th edition rulebook then the rules for ruins are included - pretty much the same as cities of death.
The default is that the terrain is difficult, and you can "move through" any walls, even if there is no obvious opening - the idea being that the ruin is an abstraction of what is really there (hence it is also Area terrain, not wysiwyg)
As such the default is you can enter from any side, and assault in from any side. The main restriction is that, in order to get into btb with a model on the first floor, you can be no more than 3" horizontally away. This is because each level is 3", and you count horizontal and vertical movement into your total movement.

Yes you can, and no it is not.
Page 33 does not restrict to units in LOS.

So if i have a stone ruin with no windows , you're telling me you can just walk right through it because it is "difficult terrain" I just seems to me like you would have to go around the corner that is intact. Is there any situation where that would be correct. Couldn't you play it as impassible terrain and still receive a cover if you could see over the side of it. It says in the rules that some buildings can be more than one category of terrain, pg 13 of rule book, so does this mean they could be both impassable and difficult?

If you have, before the game, defined the ruin as having impassable walls - then no, you cannot walk through the walls.
The default, if you DONT discuss, is that you CAN walk through walls.

The 'default' setting, that walls can be moved through at will, reflects the idea that the terrain piece is just a marker that denotes a specific type of terrain. While it still uses true LOS to be consistent with the rest of the game, the walls just say 'Here be Ruins' rather than 'This here specific wall is an actual barrier'...

If you and your opponent choose to play that way, certainly. It's even mentioned as the alternate way to play it.

As it also says on page 13, that's just a summary. The actual rules are as listed in the Buildings and Ruins sections.
