When attempting to use the grapple of this weapon against a IC, does the model equipped with the Stunclaw need to be in base to base with the IC?

No only have the enemy IC in the Same Combat (RAW)

I found it, but not for the reason you gave.

IC become part of the unit again after assault. Hit and Run is performed at the end of the Assault Phase when the IC is no longer a unit on their own thus the Stunclaw can target him specifically out of the unit.

That is one way of looking at it but in a multi assault, With 2 different ICs attached to 2 different squads and the Helliarch only in combat with 1 squad, he can still pull the IC from the other squad because they are all involved in the same Combat; and the Stunclaw says "nominate an enemy independent character in the same combat"

Then why does the BRB call them multiple combats. The same combat concept comes into play only when determining results. Up until that point, each unit is treated as being in multiple combats.

The Same Combat would be any set of Combat that the hellions themselves were involved in; i can expand on my earlier example using Blood Angels vs DE:

Picture this; you have the hellions and a unit of Wyches both assaulting 3 units of BA Assault marines, each unit of assault marines have a Sanguinary Priest attached. this is obviously a multiple combat situation. During the initial assault moves the Hellions manage to contact the 2 Assault marine squads on the right(all of the far right and some of the middle unit), the wyches in turn contact the Assault marines on the left, and the Middle. For whatever reason the Close Combat results in a stale-mate, the Hellions decide to attempt a hit-and-run, and the helliarch(who it on the far right) decides to help out the stranded wyches by removing the middle Sanguinary Priest, he can do this because that Priest is in the same combat as the hellions(that is to say the hellions could have allocated wounds to either him, or his squad), he could not however, take the Priest on the far Left(not involved in his combat).

I will state that I may be wrong on this GW may state via FAQ that the Priest on the Far Left can be taken too.

A unit of wyches a unit of hellions, three BA Assault Marine squads, three Sanguinary Priests, a partridge, and a pear tree in an assault together would all be the same combat.

Otherwise, pick a close combat out of that mess and resolve it according to the instructions on page 33.

Yep, as above - it is one combat with multiple combats going on....
