In the vehicle section under skimmers the book says that at the end of their movement, skimmers must be placed on the ground. Does this mean you remove them from their bases and set them down on the table?

If so, that means they aren't put back on bases for determining line of sight, correct?

The base is put back on the ground.

They are only removed if immobilized and that is still possible (after gluing them on).

The passage in question just is stating that when you move a skimmer you can pick it up off the board and place it in the new location within the allowed distance rather then "drive" it to it's location. You always must though set it back on the board rather then hold it up in the air in it ending position.

Yes, it is to stop that 13yo from hold it 6ft off the table and saying you are out of range to shoot at it.
