The Aristocratic Vampire may be better for the basis, since her armor is very Dark Eldar-ish and she's also dressed in highclass victorian clothes.

Morathi is a great model for that. Maybe you could use a modified old-school (3rd ed I mean) Kruellagh the Vile or Lelith? I would like to try a wood elf wardancer with some green stuff robes. I would leave the shoulders bare though and just put some Kabalite plating up there. Maybe leave the chest bear so I could put in an unearthly glow or big nasty scar for her crystal heart. Otherwise, swap out a wardancer arm for a sybarite agonizer/venom blade and put a trail of green stuff fire along the other empty arm.
