Their Pheonix Lord is just unknown, and some claim that Lhykosidae, The Wraith Spider, is the Pheonix Lord of the WarpSpiders

Only the first Exarchs trained by Asurmen were called Phoenix Lords, so not every aspect must have one. None known for Warp Spiders.
Only one mentioned in a Goto novel but that doesn't count, as in the same novel Eldar Guardians try to block Warp Spiders ... and succeed.

Actually only the first Aspect of each Shrine is given the title of Phoenix Lord. All Aspect Shrines came from one disciple of Asurmen. However Phoenix Lords exist only in their armor. It's likely that the Exarchs of the Warp Spiders and Shining Spears died on some unknown world and their armor is either destroyed, looted, or simply lost and no suitable wearer is currently in them.
