So I'm thinking of making an Imperial Guard Regiment, the theme for it being a regiment from a world that is very psychically "prominenent". They've been interred into the guard because they are so close to the Maelstrom (reason of powers), but the guard frown upon them and continually send them to the worst places and pretty much all that comes with that. BUT a radical inquisitor has sided with them, trying to, instead of destroying them, building them up into a large army of able-minded psykers.
So I'm here to sort of get what the models might be themed about, pretty much how they would look and how to accomplish that.

Thats not how a pysker joins the guard, if the population was full of psykers then black ships would have come to pick them up.
Only psykers that have been to terra and trained can then be seconded to the IG (you either get trained or you die)
A planet like that would be well know to the inquisition and more than one inquisition would be involved in monitoring it, so if thins go bad they can hit the destroy button fast.
armys of normal human psykers aren't used for the reason that although they would all be trained, the law of averages means that such a large number of psykers in one area, at the same time, in a war zone will mean at least one will cause a daemonic apocalypse on the IG.

Psykers are incredibly rare. I understand that such close proximity to the maelstrom might help alleviate this, but the matter still stands.
Also, I imagine that any planet with lots of untrained psykers would have a lot of... problems happening. From daemonhosts to full-out daemonic infestations. That's the kinda thing worlds get exterminatus'ed for.
Also, as Bluntman points out, sanctioned psykers don't get trained like that. The Inquisition sends round it ships every so often to collect any psykers. A good number of those psykers have their souls sucked out to feed the Emperor. The rest are effectively tortured untill they can control their powers (for a given value of control).
Nice idea, but to be honest as it is the fluff doesn't really support that kind of thing.
