My friend is just starting IG, I play it as well, but i dont know what to get him for a gift under $20. I was thinking gunnery sergeant harker, since my friend is into special characters, but i really dont know because he hasnt gotten a list together yet, and what he has so far is a quite different than mine.

It really depends on what type of army he's going for. Mechanized, jungle fighters, Cadian or Valhallans etc. Pft, you could bung in a chimera or something that your cert he'd use, or going for something more characterful such as a commissar, which he may not use, but will look good and can be counted as something else or the like. A cheap box of Empire Flaggelants can be used as a psyker battle squad alternative if he's using them, or your just have it all box of basic infantry. Work out what he'll be using or could use, then buy appropriatly.=P

From a tactical point of view, none of the special characters are really worth it that much in the IG. If I had to pick one, I'd say that Al'Rahem is probably the most useful. Are the advisors still under $20? I'd recommend those.
From a "it's a gift" point of view, I'd say get him whatever one you'd think he would feel the most memorable, which would tend to be probably more of a special character or a commissar.
What might be even more awesome would be an IG guy that you specially converted and painted for him in his color scheme to count as someone special, be it a homemade company commander or a 'counts-as' IC or something like that. Maybe I'm just a sucker for the homemade stuff though.

Commisars are always fun ^^. Or 20 dollar gift card for the FLGS. I like daedalus' idea about a special-made figure though. Paints are always welcome too.

CREED is pretty good. His command radius is 24 inches and can make twice the amount of orders in a single turn. However he and Kell are rather expensive (I thought he would be below 20 USD because a local shop here still sells him and Kell for 24 CAD, however that shop is known for having old price stickers and still selling em at price).

I might even suggest to have your friend build a nice list he can assemble with little difficulty. Then get him something from that ^^.

A commissar, the advisors, or a heavy weapon team. The one he's probably going to use in any list is the latter but the commissar is also a must in any blob squad list.
The special weapons blister is also under $20 and most lists will use plasma and melta guns.
