You're correct, it isn't a perfect list.
Okay, starting at the top.
I would suggest revising your commander. He doesn't really need a shield generator with two shield drones. I would also downgrade him from shas'o to shas'
el, and give him a trageting array to account for the loss in
BS. It is more effective than just making him a full blown Shas'o.
Crisis Team looks fine, just slightly expensive.
Fletchette dischargers are incredibly worth it. Often your tank will be destroyed by ranged weapons, and Disruption Pods are by far more worth it. I would change the fletchette dischargers to d-pods.
Your pathfinders don't need their devilfish. Markerlights are heavy, and so if you are embarked in a devilfish, it will steal two turns of firing away from you. For that reason, give their devilfish to one of the fire warrior units, and get rid of the devilfish for one of the fire warrior units. (And I would suggest getting rid of the fletchette discharger)
Again, on your hammerhead, I would get rid of the Dischargers.
That should save enough enough points to give your devilfish Targeting Arrays, Multi-Trackers, and
SMS.
