If you were Strength 10 you would be rolling a minimun of 11 to pen the armour, so yea, auto pens.
However an assault terminator is only S:4 (doubled to 8 for thunder hammers) So would still need a 2 to glance and a 3+ to pen against AV10

They could be S9, BA terminators with Furious Charge.

Only assault Terminator I know with str 10 is Lysander
